拉特克里夫在川普第一届总统最后一年半担任国家情报总监，在新冠病毒大流行病期间领导美国政府的间谍机构。他曾说中国是二战以来美国最大的敌人，中国是对美国以及全球民主和自由的最大威胁，还说中国是小偷国家，偷美国技术，中国非法镇压和侵犯维吾尔人权。
Trump nominated Republican Congressman John Ratcliffe of Texas to be the CIA director. He said in a statement: "I look forward to John becoming the first person ever to serve in both of our country's top intelligence positions. He will be a fearless fighter for the constitutional rights of all Americans while ensuring the highest level of national security and achieving peace through strength."
Ratcliffe served as the director of national intelligence in the last year and a half of Trump's first presidency, leading the U.S. government's spy agency during the COVID-19 pandemic. He once said that China is the greatest enemy of the United States since World War II, China is the greatest threat to democracy and freedom in the United States and around the world, and that China is a thief country that steals American technology and China illegally suppresses and violates the human rights of Uyghurs.
